why is this "popping corn" and not "popcorn"?

The kernels you see are in the process of popping, and are held in a pre-popped state by the bag itself. Once the bag is opened, they will immediately explode.

In 1934, Gov. Earl Vanderplantz of Nebraska set forth an amendment to the United States Corn Code of Conduct that raw corn could not be seen as inert. He stated in his speech to thousands on the White House lawn that, "...Corn has promise. The promise of wealth. The promise of freedom. The promise of being popped and buttered!". Henceforth, whatever the promise, corn in America would would be granted in perpetuity. Today, un-popped corn, enjoys many privileges and functions in society that other seeds can only dream of.
