Bit of an explainer: we have a councillor in this city (Holyday) who votes against *everything*. New pedestrian crossing on the other side of the city from Holyday's ward? Opposed!

But today he actually voted for something (that wasn't his motion; those usually fail 1-25). But out of habit he voted against, so the council had to redo the vote so he could vote for it.
