Took me a few minutes to realize those 2 bottom locks are attached to the metal bars that fit through a slot in the bottom horizontal shaft. Unlock them, slide the bar out and open the gate.

It's an OR gate.

(Yeah, AND locks exist, for electrical lockout/tagout safety)
